“Creating a Clean and Healthy Cyberspace, Jointly Building a Barrier Against Drug Abuse” – National Net-Clean Initiative for the Chemical Industry

At present, illicit actors are increasingly exploiting chemical‑industry platforms to procure non‑controlled precursor chemicals for drug‑related criminal activities, seriously disrupting market order and tarnishing the nation’s image. As a key pillar of the national economy, the chemical industry bears a crucial role and mission in drug‑control efforts. Actively participating in drug‑prevention work is an inescapable responsibility for all stakeholders in the sector. To curb the spread and escalation of drug‑related issues within the chemical industry and to safeguard its sound development, we hereby issue the following appeal to the chemical industry nationwide and to all its practitioners:

I. Bearing in mind the nation’s overarching interests, we must firmly establish a foundation of compliance-minded thinking.

The entire industry must strictly comply with all laws and regulations promulgated by the state and relevant competent authorities, earnestly fulfill its responsibilities in drug control, safeguard industry security, strengthen the anti-drug defense line, and uphold rigorous self-regulation. It should standardize the disclosure of information on non‑controlled chemicals that can be used to manufacture drugs, integrate drug‑control efforts across the entire chemical industry value chain, and incorporate them into corporate internal controls and risk management systems, thereby further fortifying the ideological defense against drug abuse.

II. Uphold the compliance baseline and guard against risks of information misuse.

The entire industry must assume primary responsibility for information content management. When disseminating chemical‑industry information, strict compliance with all applicable laws and regulations is required. It is strictly prohibited to publish, or imply, any sales or technical information that could incite or mislead users into unlawful practices, and the use of code names, cryptic language, or other means to circumvent oversight is forbidden. Information dissemination should promote lawful and compliant industrial applications, safe operating procedures, and positive publicity of scientific and technological achievements, ensuring that the messaging is both accurate and appropriately oriented.

III. Strengthen Prudent Verification to Disrupt Abnormal Transaction Chains

The entire industry must strengthen its awareness of compliance review and risk prevention. In transactions involving non‑listed chemicals that can be used to manufacture illicit drugs, as well as other sensitive substances, companies are encouraged to implement rigorous customer background checks and verify the intended purpose of purchases. Where counterparties exhibit suspicious qualifications, unusual procurement patterns, or unclear end‑uses, heightened vigilance is required, with enhanced verification measures. Companies are also urged to establish internal early‑warning mechanisms; when risks cannot be ruled out, they should promptly refuse such transactions and report them to the relevant authorities without delay.

IV. Pooling Industry Efforts to Build a Collaborative Governance Framework

Safeguarding the industry’s overall image requires the concerted efforts of every enterprise. We call on the entire sector to strengthen communication and pool resources in risk identification, experience sharing, and other areas. Industry associations should more effectively serve as a bridge, organizing policy briefings, risk alerts, and practical exchanges to enhance the industry’s collective capacity for risk assessment and prevention. We also support industry media and information platforms in disseminating positive messages and widely publicizing the achievements and contributions of China’s chemical industry in safety, environmental sustainability, innovation, and compliance‑based governance.

V. Grounded in a Global Perspective, Contributing Industry Governance Insights

Online discourse and conduct in China’s chemical industry directly shape the nation’s international image. We call on enterprises, when engaging in international business and exchanges, to voluntarily uphold high standards of compliance and ensure the responsible dissemination of information. They should proactively leverage international platforms to objectively and professionally highlight China’s robust measures and achievements in the chemical and drug‑control sectors, share the sustainable development principles and practices of China’s chemical industry, and contribute Chinese expertise to global chemical safety governance.

A clean and healthy cyberspace benefits everyone; strengthening the anti-drug defense is the responsibility of all. Let us, with a high degree of political awareness, rigorous compliance, and proactive industry collaboration, start by regulating every piece of online information, jointly safeguarding the blue skies and pristine environment of the chemical industry, and making new and greater contributions to upholding global chemical safety, fostering high-quality industrial development, and serving the overarching goal of Chinese‑style modernization!
